Canadian Agriculture Ministers Address Sector Challenges at Annual Conference

September 9, 2025 — Leads & Copy — Federal, provincial, and territorial (FPT) Ministers of Agriculture convened in Winnipeg, Manitoba, from September 7-9, 2025, for their annual conference, addressing critical issues facing the agriculture sector.

Ministers acknowledged the impacts of dry conditions, wildfires, and tariffs on the Canadian agriculture industry. They reaffirmed their commitment to supporting producers and processors through collaborative efforts to build a resilient and competitive sector.

Trade actions on Canadian canola, peas, pork, seafood, and other commodities were discussed, with ministers emphasizing the importance of engaging with trading partners like the United States and China, while also expanding market access and enhancing infrastructure. A panel of experts from across the agri-food value chain provided insights on future trade opportunities and investments.

Discussions also centered on ensuring sustainable Business Risk Management (BRM) programs that meet the needs of producers. Adjustments to the AgriStability program for 2025 were reviewed, including increases to the compensation rate and maximum payment limit. The ministers intend to include feed costs associated with rented pasture as an allowable expense starting in 2026.

FPT Ministers reaffirmed their commitment to the Safe Food for Canadians Regulations and continuing joint efforts on slaughter availability pilot projects to facilitate internal trade. Collaborative action on animal disease preparedness, prevention, and response activities was also emphasized.

A presentation from the Pest Management Regulatory Agency (PMRA) highlighted the need for a science and evidence-based regulatory system. Ministers also discussed ways to reduce red tape and improve service delivery, including harmonizing Canada’s Bovine Spongiform Encephalopathy (BSE) enhanced feed ban with the U.S.

The next annual FPT Ministers’ meeting will be held in Halifax, Nova Scotia.
