Canada Addresses Trade Challenges with China for Canola Sector

OTTAWA, ON — August 21, 2025 — Leads & Copy — The Honourable Heath MacDonald, Minister of Agriculture and Agri-Food, issued a statement following a meeting with representatives from the Government of Saskatchewan and leaders from the Canadian canola sector to discuss challenges, including China’s preliminary anti-dumping duty on Canadian canola seed imports.

Minister MacDonald, along with the Honourable Buckley Belanger, Secretary of State (Rural Development), and the Honourable Kody Blois, Parliamentary Secretary to the Prime Minister, met with Premier Scott Moe, Agriculture Minister Daryl Harrison, Trade and Export Development Minister Warren Kaeding, and canola industry stakeholders.

China imposed a 75.8% preliminary anti-dumping duty on Canadian canola seed imports, effective August 14, 2025, in addition to existing trade measures like 100% tariffs on Canadian canola oil and meal. The Government of Canada expressed disappointment.

The meeting addressed ensuring fair market access for the canola industry and engaging in constructive dialogue with Chinese officials. Discussions also covered support options for producers and developing a comprehensive industrial strategy for new export opportunities.

Canola is a key agricultural export and economic driver for Canada. In 2024, canola seed production generated $12.9 billion in farm cash receipts. China represents 67% of total Canadian canola seed exports, totaling 5.9 million tonnes in 2024, valued at approximately $4 billion.
